1) Propan-2-ol is created when ethanol reacts with methyl magnesium bromide (a Grignard reagent) and undergoes acid hydrolysis. Propanone is produced when propan-2-ol is oxidized with PCC (pyridinium chlorochromate). Secondary alcohol is changed into ketone through PCC oxidation. With PCC, further oxidation does not result in PCC.

2) A material that can function as both an acid and a base is said to be amphoteric.

The behavior of amino acids is amphoteric. Amino acids have two distinct functions, hence they can also be called bi-functional molecules. For instance, they have an amino group, which functions as a base, as well as a carboxylic group, which works as an acid.
